Open Question: How to tone up and lose weight without being hungry?

i am 5″8, female and about 10st 2lb. i am starting to put weight on around my middle ans my thighs are wobbly (but not really fat, just wobbly!) how do i lose a bit of weight and tone up without starving myself? there are so many diets and exercise plans out there! help?
